About the Health Emergency Preparedness, Response and Resilience Course SeriesHealth Emergency Preparedness, Response and Resilience
To respond effectively to the ever-increasing scale and complexity of health emergencies in the 21st century, countries and other health emergency stakeholders must adopt a strategic shift towards strengthening five interlinked subsystems that occupy the intersection of health security, primary health care and health promotion: (1) collaborative surveillance; (2) community protection; (3) safe and scalable care; (4) access to medical countermeasures; and (5) emergency coordination. These five health emergency systems are collectively termed the five Cs.
The Health Emergency Preparedness, Response and Resilience (HEPR) learning channel brings together resources for WHO, national counterparts and partners to outline the process of developing national investment plans to apply for additional resources, including Pandemic Fund resources, to strengthen the five Cs. The development process includes an updated risk assessment, prioritized action plan, resource mobilization, and monitoring and review.
