WHO has launched an online course on tobacco product regulation in response to the need for clear, practical advice on building laboratory testing capacity. This course is based on the Tobacco Product Regulation: Building Laboratory Testing Capacity handbook, launched during the 2018 World Conference on Tobacco or Health in Cape Town.

The online course is a useful resource for countries, and provides regulators and policymakers with comprehensible information on how to test tobacco products, what products to test, and how to use testing data in a meaningful way to support regulation. Further, it provides a step-by-step guide to developing a testing laboratory, using an existing internal laboratory, contracting an external laboratory, and making use of the available support mechanisms both within WHO and externally.

Tobacco use is a global health burden. However, despite the devastating effects of tobacco use, only a handful of countries currently regulate tobacco products, including on how the product is made, the contents of the product and emissions from tobacco products during use, to which users and bystanders can be exposed. This is partly due to the challenges associated with the regulation of tobacco products, the highly technical nature of this policy intervention and the difficulties in translating science into regulation. Failure to regulate represents a missed opportunity as tobacco product regulation, in the context of comprehensive control, is a valuable tool that could complement other tried and tested tobacco control interventions, such as raising taxes, smoke-free environments, etc.

An increased number of women are attending health facilities for antenatal care, labour, childbirth and neonatal care. One in ten deaths associated with pregnancy and childbirth is due to sepsis with more than 95% of deaths due to maternal sepsis occurring in low and middle income countries (LMICs). Caesarean section is the single most important risk factor for maternal infection after childbirth. Among hospital-born babies, infections are responsible for 4% to 56% of all causes of death in the neonatal period and three in ten deaths due to neonatal sepsis are attributable to resistant pathogens. Therefore, there is an urgent need for strengthened training strategies, more specifically, on improving successful infection prevention and control (IPC) implementation and country capacity building. During the 72nd Regional Committee (RC) meeting in September 2019, the WHO South-East Asia (SEA) regional goal was revised to measles and rubella elimination by 2023. The measles and rubella (MR) laboratory network in the SEA Region was established in 2003 with eight laboratories. It has since then been expanded to 46 Proficient laboratories with plans for inclusion of another 10 laboratories to the network.

The SEAR Immunization Technical Advisory Group (ITAG) recommended that the Region should develop a laboratory quality management system (LQMS) to ensure sustained proficiency of the measles rubella laboratory network.

The Scope of this e-learning is based on the LQMS plan to provide a step-wise process for performing internal and external audits by using the most current WHO accreditation checklists and providing critical points for reviewing the testing performance of IgM detection, molecular testing and virus isolation. The audits will look into the whole process of testing: pre-analysis, analysis and post-analysis.

WHO EMRO/UNSSC Leadership Programme on Epidemic and Pandemic Preparedness and Response

COVID-19 Pandemic Cohort

Epidemics and pandemics pose unique challenges to public health leaders. The COVID-19 pandemic is an embodiment of this reality. During the response phase of a health crisis like COVID-19, public health leaders work under stressful conditions to save lives, build and sustain the morale of their teams, engage with diverse partners and communicate confidently - and yet they are expected to maintain a strategic focus at all times. The Leadership Programme on Epidemic and Pandemic Preparedness and Response addresses these stressors and provides insights from a variety of top-notch experts in the field.

Jointly designed by the WHO Regional Office for the Eastern Mediterranean (WHO/EMRO) together with the United Nations Systems Staff College (UNSSC), this programme was designed for WHO representatives and senior leaders of Ministries of Health in the Eastern Mediterranean region. However, all course materials, such as the Leadership Lecture recordings and resources, and the Learning Resources, are openly accessible. The element that is exclusive for programme participants includes individual coaching and mentoring.

Topics discussed include leadership in times of crisis, preparedness, adopting a systems approach, strategic thinking, emotional resilience and multisectoral partnership building. The program blends best practices in leadership, tailored mentoring and coaching sessions, and provides an online platform of easily accessible resources.

The program's first cohort of COVID-19 pandemic responders in Eastern Mediterranean countries will run from July to November 2021.

Please open the syllabus under "Learnings" and explore the material under "Leadership Lectures", "Learning Resources", and "Background Material". Enjoy!

The WHO’s Eastern Mediterranean Region (EMR) is stricken with many areas of unrest, including active wars and protracted conflicts. These conflicts have wide-reaching impacts, resulting in disrupted health systems, poor health indicators, brain drain, re-emergence of high-threat pathogens, and the largest migration rates.

With the view of promoting peacebuilding in FCV (fragile, conflict, violence) countries, the WHO created the “Health as a Bridge for Peace” (HBP) program in 1997. Since then a number of similar initiatives have been launched, all aiming to create a healthier and safer world. In EMR, the WHO Regional Office is spearheading a similar initiative titled “HoPE” i.e. Health for Peace. This introductory course is part of HoPE activities.
